Umm... no. Young crop does not need much growing water. Beans that are not emerged - on the other hand could see some emergence problems.
Not saying we couldn't use a drink though.
There must be some moisture, the beans are emerging and growing well. Some planted a week ago are out of the ground so that is a good sign. Hay mowed a week ago is coming back well also, so its not time to panic yet. But yes we do need rain.
