    David Miles to Resign as Regents President

    State Board of Regents President David Miles has announced he intends to step down as board president, after Gov. Terry Branstad urged Miles and board President Pro Tem Jack Evans to step down from their board leadership roles.
    Evans also will resign from his role as president pro tem, or board vice president. The board will hold a special telephonic meeting at 2 p.m. Tuesday to elect a new president and president pro tem. The two new board officers will serve out the remainder of Milesí and Evansí terms, which run through April 30, 2012. Miles and Evans both will remain as regents, with their board terms expiring in 2013.
    Miles sent out a statement this morning announcing his intent.
    On Friday, several regents said they expected to have a special meeting this week. Evans, of Cedar Rapids, said Friday a meeting was expected this week but he declined to discuss the subject of the meeting. Regent Katie Mulholland, of Marion, on Friday said she was told to reserve time on Tuesday for a board meeting, but she wasnít told the subject matter of the meeting.
    Branstad said in an interview today that Regent Craig Lang, of Brooklyn, is his choice to serve as the new board president. Lang, president of the Iowa Farm Bureau Federation, is an Iowa State University graduate. The regents just began the process of searching for a new ISU president, and having Lang as board president will be a nice fit during that search, Branstad said.

    As this is not in the Cave, all I will say is that Regent Miles was an outstanding leader of the Board, and I am glad to see that he will at least stay on as a member.

    Craig Lang of Brooklyn (Poweshiek County) serves as president of the Iowa Farm Bureau Federation. He was first elected to this post in December 2001 and was reelected to a fifth two-year term at the organization’s 2009 annual meeting.

    Craig’s service on the IFBF board of directors began in 1992 when he was elected as the District 6 representative. He then served as the organization’s vice president from 1996-2001 before being elected president. He has been active in the Poweshiek County Farm Bureau, beginning as a township director in 1982 and continuing through the offices of vice president, president and voting delegate. He has served on the Iowa Farm Bureau Political Action Committee and IFBF and AFBF dairy advisory committees.

    He currently serves on the American Farm Bureau Federation board of directors, representing the Midwest Region. Craig is a lead director on the Iowa Telecom Board and is chairman of the board of FBL Financial Group, Inc. He also serves as director on the Farm Bureau Bank Board in San Antonio, Texas. Previously, he served six years as a director on the GROWMARK Board and three years as a director on the Cattlemen’s Beef Board. Craig served as chairman of the Iowa Values Fund and was vice chair of the Iowa Economic Development Board. Craig farms in partnership with his father and brother and runs a large dairy operation. Craig is an active participant at the Madison Church of ****** and a graduate of Iowa State University. His wife, Mary, is a registered nurse and graduate of the University of Iowa. They have four children, including two sons who have joined the family farm operation. Dane is a University of Northern Iowa graduate and Cade is a graduate of Kirkwood Community College.

    Regent Lang's term on the Board expires April 30, 2013.

    Typically presidents do not vote, unless it is to break a tie (I don't know if that's the case on the IBoR)...so this may effectively be taking a voting member and ISU supporter out of the voting on board matters (while also looking good doing it)

    I'm not trying to send it there but according to Miles/Branstad it looks like essentially it's a Dem/Rep thing with Evans being selected by TB for his party affiliation.

    I'd say our worst case scenario is a Republican Hawk as BOR president.

    All members vote as far as I can tell from recent meeting minutes. He is a Republican that was against (one of 2 votes) the Harkin center being built at ISU. He did state that his party affiliation was not a factor in the vote and frankly doesn't matter to me (just providing info not politicizing the topic).

    You're right that the minutes do show the president does vote, however Lang did not vote against the Harkin center, he was absent from the meeting so did not register a vote.

    I didn't look at the actual vote so I'm probably wrong.

    Regent Lang believed it is wrong for the Board of Regents to consider this institute at this time citing
    ethics and other reasons. He said if Senator Harkin announced his retirement, he would change his
    vote.

    Regent Gartner asked Regent Lang if his position would hold if the individual was not a politician,
    but rather an important business person. Regent Lang said no and explained that a business
    person is not one that could directly influence regulations and rules that govern associations, people,
    and boards.

    The state Board of Regents voted 6-2 Wednesday to name an Iowa State University public-policy institute after Sen. Tom Harkin, D-Iowa, despite disapproval from Republican members of the Iowa Senate.

    Regents Craig Lang and Greta Johnson voted against the decision; Regent Ruth Harkin, who is married to the senator, abstained.

    Lang said his vote was based not on his Republican affiliation but rather his belief that some regents had access to information related to the Harkin discussion that others did not. He also said the naming questions political ethics.
