    I don't see anybody giving you a raise if you said that in the review.

    I don't know the exact tone of voice and body language you portrayed, but everything you're describing there looks like a self-inflicted wound.

    By the sounds of it, I think you came off too hostile. Instead of being on the attack you probably should have given solutions like I think this training would be good for me for this reason and I think this would be a good program to do and then try to lead it.

    I have learned that in the last year that government is very political no matter which department you are in. Also don't start too many fires.

    How is you getting a raise tied in any way to where you live? Seems like a strange qualifier. Government jobs are stupidly political, and those who survive are those who shut up and accept that their job is to be as much of a stalwart as possible. If you want to move up in the world, go private.

    Not sure how you presented your questions and obstacles to your boss, but if I were you I'd find somewhere else. Honestly, why would you want to work for a boss like offers you a raise and then later rescinds that raise on a technicality that he should have known about in advance? And if he did know about it, was he skirting the rules? If so, how many other rules has this guy broken? See what I'm getting at here? Is he being vindictive because he viewed your questions/concerns as an attack on his leadership ability? Line something else up and then quit. Don't forget to tell your boss and his boss why. Do so diplomatically of course. Sometimes people get in a position that is "comfortable" and simply ride it out without providing adequate leadership and development of subordinates. This guy may be one of those. Next time you interview, you know what questions to ask (i.e. what are the goals of this department? What do you see as your role in the development of those on your team? Etc.).

    That said, if this is the career field you want to be in then you may need to bite the bullet for a time and during that time make yourself a viable candidate for a position where this guy is not your boss (or even better, where you are HIS boss!). Do some networking. Set yourself up for success.

    you should have taken the raise and after you got your first paycheck with the raise, then i would have ******* about the problems. if he says youre doing a good job take the compliment and leave it at that, you were obviously doing something right before the review

    Sorry, but RTFM. You should have known the requirements about residence when taking the job and should have either asked about it or made a change so that you were following requirements.
