This isn't really a new concept. Whiplash the Cowboy Monkey was herding sheep on the rodeo circuit at least 15 years ago, probably longer ago. You probably remember Whiplash from the Taco fastfood restaurant chain commercials.
Keep in mind that all you have to do is train the monkey to hang on. The monkey is also tethered to the dog so he can't get off if he wanted to. The herd dogs herd as they normally would.
