I talked to someone at Comcast in Washington and the Iowa State/Virginia game will NOT be blacked out to Iowa viewers so if you have Directv or Dish with the sports pack you should be able to see the game!
Because local/regional broadcasts for basketball are often limited to that local/regional area due to various conferences' rules.
I've never heard of blacking a game out nationally. I could understand blacking it out locally to improve attendance. It happens all the time with baseball. Blacking a game out nationally makes no sense. The game's on a national network.

Happens in the Big 12 all the time. Several schools have hoops TV deals with various FSN affiliates, but conference TV rules don't allow for those particular FSN broadcasts to be aired outside the state.
That's why, for example, a game at Colorado listed as FSN Rocky Mountain will be blacked out on FSNRM outside of Colorado -- even for those who have the sports pack from their satellite provider.
