    Computer problems

I have about a 3 year old Dell that more times than not, when you try to boot it up, the hard drive will just continue to run. Sounds like a fan turning the whole time. It would run forever if I let it. If I power it back down by holding the button, I can try again. After sveral times it will finally boot correctly. Sometimes it will say do you want to start in Safe Mode, error at checkpoint 25H contact Dell. Any ideas. Is the harddrive going bad? Do I just need to reload windows? Do I need to throw it away? Whats the best option? Thanks.
