    My point is to prioritize before you start the project, not midstream. Sure, I'm sure they had to adjust post-2008 for unforeseen circumstances, but on an ongoing basis, this should be possible. ...

    Okay, so prioritize the missions as I stated before. Hard decisions have to be made. And starting and then shelving missions (as alluded to by a previous poster) makes for more hard decisions.
